Section 203 provides for the functions of the Commission including the appointment of qualified and competent persons to hold posts in the Public Service, fix and regulate conditions of service, exercise disciplinary powers, investigate and remedy grievances of members of the Public Service.<\/p>\n<p>The Commission is also mandated to implement measures to ensure effective and efficient performance within, and the general well-being of the Public Service and to ensure that members of the Public Service carry out their duties efficiently and impartially<\/p>\n<h2>Constitutional Values<\/h2>\n<p><strong>Rule of Law: <\/strong><\/p>\n<p>This principle means everyone, including the government and its officers, must obey the law and no one is above it.\u00a0<\/p>\n<p><strong>Supremacy of the Constitution: <\/strong><\/p>\n<p>The Constitution is the highest law in Zimbabwe, and all other laws and actions must conform to it.\u00a0<\/p>\n<p><strong>Development and Empowerment: <\/strong><\/p>\n<p>The values also encompass a commitment to the development of the nation and the empowerment of its people.\u00a0<\/p>\n<p><strong>Respect for Human Rights and Freedoms: <\/strong><\/p>\n<p>The Constitution protects fundamental human rights and freedoms, binding the government to advance them.\u00a0<\/p>\n<p><strong>Cultural, Religious, and Traditional Values: <\/strong><\/p>\n<p>The Constitution acknowledges and seeks to respect the nation&#8217;s diverse cultural, religious, and traditional heritage.\u00a0<\/p>\n<p><strong>Human Dignity and Equality:<\/strong><\/p>\n<p><strong>\u00a0<\/strong>All human beings are recognized for their inherent dignity and worth, and equality is a key principle, particularly gender equality.\u00a0<\/p>\n<p><strong>Good Governance: <\/strong><\/p>\n<p>Principles of good governance are to guide the state, including principles of a
