Functions of the Infrastructure Development and Management Department

The department of Infrastructure Development and Management is made up of four (4) units;

  • Network Unit
  • Systems Engineering
  • Infrastructure Support Services
  • Infrastructure Service Delivery

Networks Unit

The Networks Unit is the cornerstone of the Public Service Commission’s digital connectivity, responsible for designing, securing, and maintaining the robust network infrastructure that powers our services.

Our Core Responsibilities:

  • Infrastructure Management: We manage the day-to-day operations of the Commission’s Wide Area Network (WAN) and Local Area Networks (LANs), ensuring all routers, switches, and hardware across all ministries and departments function seamlessly.
  • Performance & Reliability: We proactively monitor network performance, availability, and bandwidth to ensure optimal operation, swiftly addressing any potential issues to maintain uninterrupted service.
  • Network Design & Strategy: We architect scalable and resilient network solutions to meet the Commission’s evolving needs, continuously optimizing traffic and infrastructure for enhanced performance and efficiency.
  • Secure Access & Connectivity: We design and maintain the Commission’s secure Virtual Private Network (VPN) for authorized remote access and establish encrypted site-to-site connections linking our Head Office with Provincial and District offices, ensuring data protection at every level.

Systems Engineering Unit

This unit manages the core computing and data storage infrastructure, ensuring the Public Service Commission’s applications and data are hosted on a secure and high-performing platform.

Server and Storage Administration

  • Deploy, configure, and maintain all physical and virtual servers within Public Service Commission data centres. This includes managing operating systems (e.g., Windows Server, Linux), patching, and hardening.
  • Administer enterprise storage solutions, including Storage Area Networks (SANs) and Network Attached Storage (NAS), managing data provisioning, backups, and recovery procedures.

Cloud Infrastructure Management

  • Manage the Public Service Commission’s cloud presence, whether private, public, or hybrid. This involves provisioning virtual machines, storage, and networking in the cloud environment.
  • Lead the migration of designated Public Service Commission services and applications to the cloud, ensuring a secure and cost-effective transition.

System Architecture and Integration

  • Design and oversee the overall architecture of Public Service Commission IT systems, ensuring seamless integration between servers, storage, network, and applications.
  • Implement automation and orchestration tools to streamline system deployment, configuration management, and operational tasks.

Infrastructure Support Services Unit

This centralized unit provides hands-on technical support for all physical hardware and communication systems, serving as the backbone of IT service resolution.

Hardware Lifecycle Management

  • Manage the installation, configuration, repair, and maintenance of all IT hardware, including servers, network devices, desktops, laptops, and printers.
  • Oversee the entire lifecycle of hardware assets, from procurement and deployment to decommissioning and secure disposal.

Telecommunications Management

  • Install, manage, and troubleshoot the PSC’s telecommunication systems, including PABX, Voice over IP (VoIP) telephony, and video conferencing infrastructure.
  • Liaise with telecommunication service providers to manage service level agreements and resolve connectivity issues.

 Centralized ICT Helpdesk

  • Provide first and second-level technical support to all Public Service Commission employees through a centralized service desk, acting as the primary point of contact for logging and resolving IT incidents and requests.

 Infrastructure Service Delivery Unit

This geographically distributed unit acts as the face of the department, providing on-the-ground, regional support to ensure government employees across the country receive timely and effective IT assistance.

Regional On-Site Support

  • Provide direct, hands-on IT support for all PSC offices within at sub-national, including troubleshooting hardware, software, and network connectivity issues.

Local Infrastructure Management

  • Perform routine maintenance on local IT infrastructure at Provincial and District offices, such as checking server room conditions and managing local network equipment.

Service Coordination and Reporting

  • Act as the local point of contact for the deployment of new IT projects and equipment. They report back to the Head office on regional IT performance, challenges, and user needs, ensuring that regional requirements are factored into central planning.
