PREAMBLE
Information Communication Technology (ICT) plays a profound role in the development
and growth of any economy. It permeates all aspects of life providing newer, better and
quicker ways for people to interact and network. As the country gears towards the
attainment of Vision 2030, ICT infrastructure development and application becomes
critical.

The Chief Director, Infrastructure and Information Communication Technology (ICT)
Applications Development and Management is a senior management position reporting to
the Permanent Secretary and will be expected to play a key strategic role in the
transformation of the country’s ICT infrastructure as well as applications development
and management. The Chief Director will also be expected to play a critical role in the
consolidation of strategies that deliberately focus on execution of smart policies and
effective processes that embolden investments in ICTs and digital skills, along with the
development of relevant and attractive applications to enhance the economy’s absorptive
capacity of ICTs for the attainment of a digitally enabled economy.
DUTIES AND RESPONSIBILITIES
1. Spearhead the formulation and review of policies, regulations, legislation, strategies,
and programmes national ICT infrastructure development in line with the Ministry’s
mandate, strategic plans and national development priorities.
2. Oversee the creation of a conducive environment for investment in the areas of ICTs
through public private partnerships.
3. Co-ordinate programmes/projects that foster research and innovation and the
development of new and growth of existing ICT businesses.
4. Oversee the creation and enforcement of service standards by all ICT service
providers.
5. Promote the development and manufacture of genuine Zimbabwean ICT products and
services.
6. Champion, promote and coordinate national ICT research and development of costeffective software, hardware and supportive and enabling infrastructure.
7. Superintend over the conduct of research on the availability, use and impact of ICT
across all sectors of the economy;
8. Lead Zimbabwe’s International ICT cooperation efforts and ICT industry knowledge
and methods to access regional and global ICT markets.
9. Facilitate public and private sectors business entities in the creation of robust,
resilient, enabling, and cost effective communications infrastructure.
10.Lead all national efforts to create ‘’smart cities’’ and environments.
11.Champion and promote ICT literacy and utilization in the country in order to enhance
regional and International competitiveness as a nation.
12.Evaluate the impact of ICT, telecommunications, postal and Courier Services across
all sectors of the economy.
13.Superintend over the mobilization of resources and the development of budgets and
funding strategies for the development and management of national ICT
infrastructure.
14.Manage all human, financial and material resources allocated to the Department.
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
• Possession of a Master’s degree in information systems or equivalent is a
prerequisite.
• A first degree in any of the following areas:
✓ Computer Engineering;
✓ Network Engineering;
✓ Computer Science;
✓ Business Management and Information Technology or
✓ Information Systems.
• A relevant higher degree would be an added advantage.
• A minimum of eight years’ relevant experience, two (2) of which must be at
Director or equivalent grade.
• Thorough understanding of ICTs in the context of National Economic
Development Policies.
• Good working knowledge of Information Governance and risk.
• Strong analytical skills.
• Good networking skills and ability to engage relevant stakeholders across the
social divide.
• Good oral and written communication skills.
• Self-driven and able to work under pressure.
POST B : 1 x Director, Power Development

DUTIES AND RESPONSIBILITIES
1. Formulate, implement and review Policies, Regulations, Strategies and
Programmes on power development in line with the Ministry’s strategic plan and
national development aspirations.
2. Provide a policy framework for accelerated electrification of rural areas in
consultation with relevant stakeholders such as local authorities, Rural
Electrification Agency (REA) and Zimbabwe Electricity Supply Authority (ZESA).
3. Develop a framework for electricity tariff reviews and power purchase agreements
in consultation with relevant stakeholders.
4. Promote power development research initiatives by facilitating the generation,
modification and adoption of prototypes in line with regional and international best
practices.
5. Monitor the operations of state enterprises and parastatals in the power sector for
compliance to corporate governance requirements and adherence to policy
guidelines.
6. Monitor and evaluate the implementation of power development projects and
programmes in line with the agreed work plans.
7. Providee the general framework for the liberalization of the power generation
sector including indigenization of the sector.
8. Coordinate the development of collaborative partnerships between government and
relevant stakeholders in the power industry to promote the use of electrical energy
in the country.
9. Facilitate agreement on Joint Venture Projects with other actors in power
development projects and programmes.
10.Coordinate the development of the budgets and funding strategies for the planning,
design and implementation of power development policies, programmes and
projects.
11.Provide technical input into the procurement of equipment, services and materials
for power development programmes and projects.
12.Superintend over the management of national power development database and the
production of reports on power production in the country.
13.Manage human, financial and material resources allocated to the Department.
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
• A Bachelor’s degree in Electrical Power Engineering/Natural Sciences or
equivalent
• A Master`s degree in the above would be an added advantage.
• Certification with a professional accrediting board and a formal qualification in
Project/Strategic Management is a distinct advantage
• A minimum of eight years’ experience, two (2) of which must be in the Deputy
Director or equivalent Grade.
• A thorough understanding of power engineering.
• Knowledge of statutes and regulations governing the energy and power sector
and working knowledge of Contract Administration practice.
• Sound understanding of National Economic Development Programmes,
Policies and Priorities.
• Ability to communicate and network with stakeholders at various levels
• Ability to employ information communication technology in the design and
monitoring of power development programmes.

DUTIES AND RESPONSIBILITIES
1. Formulate, implement and review science and technology development policies,
projects and programmes in line with the Ministry’s mandate, strategic plan and
national development aspirations.
2. Provide input in the development of a policy framework, taking into account
Intellectual Property Rights (IPR) issues, commercialization of scientific research
results in various private and public institutions.
3. Develop and manage systems to cater for the transfer of research and development
institutions’ discoveries into new products and services with a potential of
commercial success.
4. Coordinate and harness technologies taking cognizance of national needs, impacts
and regulatory frameworks;
5. Administer and operate Common Facility Centres to promote access to appropriate
technology by enterprises, students as well as the community.
6. Support inventors and entrepreneurs to build collaborative linkages and
partnerships with industry through commercialisation of scientific research,
projects and technology transfer services.
7. Coordinate the identification of research areas with potential commercial value
and ways to exploit them.
8. Develop and manage appropriate systems and databases to support technology
transfer functions.
9. Coordinate the development of budgets and funding strategies for the planning,
design and implementation of science and technology policies, programmes and
projects.
10.Promote quality and efficiency in Science, Technology and Innovation through
maintaining an effective and up to date RDI database for Zimbabwe;
11.Provide technical input into the procurement of equipment, services and materials
for science and technology programmes and projects.
12.Manage human, material and financial resources allocated to the Department.
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
• A Bachelor’s degree in Applied Sciences, Computer Science, Engineering, or
equivalent.
• A Master’s degree in the above mentioned field(s) is an added advantage.
• At least 8 years’ relevant experience, two (2) of which must be in the Deputy
Director or equivalent grade.
• Sound knowledge and understanding of current national economic development
policies and programmes.
• In-depth knowledge of science, innovation and technology for industrialisation.

PREAMBLE
The Government of Zimbabwe has made great strides in advocating for an equitable and inclusive education system for the country. This has been made possible by the declaration of education as part of the National Objectives in Section 27 of the Constitution of Zimbabwe.
Primary and Secondary Education plays a pivotal role in the development of skills for the economy. It forms the base for human capital development in the country. Recognizing the need to strengthen the education system, government established commensurate senior grades to superintend over the function at Provincial level. The strategic role played by the Provincial Education Director in the administration of primary and secondary education in Provinces is of paramount importance as the country gears towards the attainment of Vision 2030.
The Provincial Education Director post is a senior strategic leadership post reporting to the Permanent Secretary and is expected to oversee the implementation of the Ministry’s education policies, strategies, guidelines and regulations at Provincial Level. The Provincial Education Director will provide transformational leadership in the following functional areas:
- Implementation and evaluation of the competence-based education curriculum.
- Corporate governance in Schools.
- Infrastructure development and management
- Promotion of usage of indigenous languages in schools
- Internationalization of the country’s education and training
- Enhanced digitalization of primary and secondary schools
DUTIES AND RESPONSIBILITIES
- Recommend the review of educational policies, Strategies, guidelines, procedures and regulations to the Permanent Secretary and ensure that they are in sync with the Ministry’s Strategic Plan and National Development Goals and aspirations.
- Ensure compliance with the provisions of the Education Act and related regulations by state and non-state institutions and other relevant stakeholders in the provision of formal and non-formal education in the province.
- Oversee the implementation of the approved curriculum, its relevance to learning abilities, aptitudes and needs of pupils in the province.
- Spearhead the development and implementation of a robust schools management model for Primary, Secondary and Non-Formal Education in the Province.
- Establish effective systems for monitoring, controlling and managing school enrolments, staff deployments, conduct and well-being in the province.
- Coordinate the development of collaborative partnerships on Primary, Secondary and Non-Formal Education with government Departments and other relevant stakeholders in line with the Ministry`s thrust on providing quality education in the Province.
- Superintend over the adoption and use of information communication technology and E-learning systems, platforms and facilities in the Province to facilitate inclusive delivery of Primary, Secondary and Non-Formal Education.
- Oversee the administration of continuous assessment, tests and public examinations for formal and non-formal learners in the Province.
- Spearhead the capacity development of Teachers and personnel in the province for effective syllabi interpretation and implementation.
- Superintend over the implementation of performance management in the Province;
- Superintend over the mobilization of resources and the development of budgets and funding strategies for the Primary, Secondary and Non-Formal Education sectors in the Province.
- Ensure adequate technical input into the procurement and provision of systems and infrastructure for Primary, Secondary and Non-Formal Education in the Province
- Ensure effective representation of the Ministry at District, Provincial and inter-provincial fora on Primary, Secondary and Non-Formal Education management.
- Superintend over maintenance of an integrated database for Primary, Secondary and Non-Formal Education programmes and institutions in the province to facilitate the production of relevant records and periodic reports.
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
- Possession of Master’s degree in Education, Curriculum Development or equivalent is a must.
- A professional education qualification (Pedagogy) is a pre-requisite.
- Ten years relevant experience in the education sector, two (2) of which must be at Director level or equivalent.
- Experience of strategic policy development.
- Knowledge of teaching, Curriculum and Education technology issues
- Experience in Primary, Secondary or non-formal education
- Understanding of the Ministry policies and National development policies and goals.
- Ability to communicate with a broad spectrum of stakeholders
- Ability to employ information communication technology in the management of formal and non-formal education.
Post B : 1 x Director, National Library and Documentation Services

DUTIES AND RESPONSIBILITIES
- Planning, organizing, coordinating, and directing all aspects of National Library and Documentation Service.
- Making periodic assessments of community needs and evaluating library services in relation to those needs.
- Serving as advisor to the Secretary, Minister and the Council.
- Formulating and recommending policies as needed, and periodically review policy statements for viability.
- Translating policies into procedures and provides staff with guidance in implementing.
- Planning and managing the automation to support library operations.
- Serving as a consultant to staff members, making regular visits to affiliate libraries to provide training, advice, and assistance to librarians as needed in all aspects of planning, promoting, and managing affiliate library services.
- Providing in-service training programs for staff development, and providing opportunities for all staff members to attend appropriate workshops.
- Developing annual budget proposals for the National Library and Documentation Service.
- Supervising the expenditure of library funds, including the development of allocation formulas for materials and equipment.
- Writing grants proposals and seeking alternative and supplementary sources of funding for special projects.
- Developing long-range plans for the maintenance and improvement of library services and facilities and establishing annual objectives.
- Registering and deregistering of affiliate libraries.
- Establishing and maintaining effective working relationships with local government officials, other governmental agencies, civic and community groups and the general public.
- Promoting the library system through general public relations efforts.
- Participating in professional organizations, serving on committees whose work is relevant to library objectives and attending meetings and conferences.
- Any other duties as directed by the Act, Secretary, Minister or the Council.
QUALIFICATIONS, EXPERIENCE & ATTRIBUTES
- Degree in Library Science or equivalent.
- Relevant Masters Degree is an added advantage.
- At least 2 year’s relevant experience at the Deputy Director level.
- Ability to carry out research work, analyze data and compile reports.
- Well-developed communication and analytical skills
- Management and Supervisory skills.
- Computer literacy.
