Toronto Institute of Manpower Planning and Development is a Government of Zimbabwe training institute. It falls under Public Service Commission’s Manpower Planning & Development Agency. Toronto Institute is located 11 km north of Mutare. It is 3km off the Mutare – Harare highway along Penhalonga Rd.

Training Personnel at Elangeni are highly qualified. They are University graduates with further professional training in various human resource development disciplines. As an Institute, we boast of a track record of unsurpassed service delivery.
